Vernie was born November 12, 1934 in Colorado Springs, Colorado to the late Otto John Moenning and Ruby Crow Moenning.
He was a 1954 graduate of Prairie Valley High School.
Vernie married Millie York on June 24, 1955 in Nocona, Texas.
Right out of high school, he began working for Big State Well Service in Bowie. He transferred to Sherman, Texas and then finally to the Electra Branch in 1961, where he and Millie made their home and raised their family.

Vernie was a hard worker. Growing up, work was all he knew and that continued throughout his entire life, working many long hard days.
He loved horses and mules. Vernie, along with his best friends at the time, Don Seale and Edgar Eakin, formed a mule riders club in Electra and also put on the first all-mule rodeo in Texas. Vernie raised the world champion three year old futurity mule, Dexter and was a member of the American Mule Association, where he enjoyed racing mules. He was a team roper and pick-up guy in the rodeos. Vernie was President of the Electra Riding Club, a member of the Electra Masonic Lodge and a former director for the Electra Chamber of Commerce.
